who does informal and how do i do it

Correct. If you went through pref, ranked your two houses and signed the bid card - the MRABA, and got a bid to your #2 house then rejected that bid, you are no longer eligible for COB or informal recruitment. You must wait 365 days to go through any kind of recruitment again.

But what if you drop after accepting the bid but before initiation? Are you still not eligible for informal?

Yes, if you signed the MRABA card and accepted a bid today but drop before initiation, you are not eligible for informal recruitment. You have to wait 365 days to go through recruitment again.
If you do drop, do it before big sister/ little sister stuff starts. It would be super uncool to do that to your potential big sister.

so if you already pref for bid day and you accept the bid and then drop after a while you’re not eligible for COB right?
