alright. Here’s how informal works, it’s not directly related to informal recruitment.
There’s quota which is the number of new members chapters need to meet for formal recruitment and then there is total, which is the total number of women in a chapter (regardless of pledge class). A chapter can have a great recruitment, meet quota, but not meet total due to a variety of reasons, and therefore participate in informal recruitment. These reasons can be completely unrelated to formal recruitment, for example having a lot of seniors graduate early like some chapters did this year.
DG, Axo, Gphi, Adpi all met quota, but still did informal to meet total.
Chapters go through cycles of high membership and low membership. All houses have done informal and will probably have to again in the not too distant future. Just depends on which chapters have lower totals year to year.
