If frats are sending out emails about interest meetings after rush is over is that a sign that they are a bad chapter or simply just didn't have a good rush cycle?

It only indicates that they are trying to expand. Fraternities and sororities can give bids whenever. Some choose to more actively pursue this for the purpose of growing faster.
