There's obviously more factors that go into a good fraternity, but took the average of each ranking here to come up with an overall. Lower # is better.
2.75 - AEPi
2.75 - ZBT
4.00 - Kappa Sig
5.50 - TKE
5.75 - FIJI
5.75 - ADP
6.00 - Beta
6.75 - AKL
7.00 - SigEp
8.50 - Sammy

Social: switch AEPi and Kappa Sig
Phil: Put ZBT fourth, and move AEPI and TKE up. AEPi's munchkin contest is always a hit and TKE raises the most money every spring semester for their 5k.
Grades: Whatever
Brotherhood: Put ADP at two, put TKE at three, put ZBT at four. From there IDK. I would put Kappa Sig way lower in that list.
