pref to bid question
by: pnmIf a pnm tells the active at pref that she is definitely putting their house as number 1 does that have any impact in her rank on the bid list? Or if a pnm says they are conflicted, could that lower their spot on the list?

either scenario is a little awkward and i image would make an active uncomfortable.

if they asked you then i’m sure it was def part of their ranking process although i think this is borderline dirty rushing

we’re told to ask about it. we want pnm’s to tell us actives where they’re head is at during pref
