Do Pi Phi and Chi O only recruit blonde white girls?

From what I’ve heard and what I’ve seen on their social media’s Pi Phi and Chi O only seem to recruit these girls, will my chances at getting a bid be lower if I’m not blonde or white?

Might be true but blonde hair doesn’t account for how some of them look
