If any chapters are under total after recruitment they might hold COB. There is no guarantee any chapters will though. They will either invite friends of their new pc to private events or advertise open events on their social media. After meeting everyone several times they'll privately offer bids. Until it's happening there's no way to tell who will be holding COB or how they plan to hold it, and if it's private you might not know it happened at all unless someone in the chapter tells you. I heard the Phi Mu will get first dibs on offering COBs and then after a set time, the other houses will be allowed to offer them as well, space permitting in their houses.
