Change my view: If your chapter doesn't remove it's bottom 1% member then you are bottom tier. Regardless of their seniority. Have some pride in your institution, the bottom 1% doesn't.

I can appreciate this view.
The way you are tied to your brother/sister is the pledge you said, not the blood you share. If a brother/sister isn't living up to the pledge, doesn't care to, and is apathetic to your values after after trying to get them engaged, it's time to cut them loose.
It shows a lack of character to keep them. Being a part of a Greek chapter is a choice. A choice you have to make every day.
