Theta has a decades long history of being a respected mid-tier chapter on the CU campus. They always got nice, solid girls. I always used to think of them (no disrespect intended) as the "future suburban soccer moms." These are girls that would marry well, have good careers, and generally be successful in life.
If they are going through a temporary glitch, I wouldn't worry about it too much. They will recover. If you like the girls in the chapter, then you would have something special to share with your Theta relative. They have a lovely chapter house, and I have always liked their location on the edge of the campus.
Don't worry about tiers and reputation too much as you go through recruitment. Focus on finding a chapter where you feel especially welcomed and at home. Look for members that you have talked to previously to greet you by name once again as the week progresses. Find a chapter that has girls that you could see as potential friends -- perhaps they will remind you of the kinds of girls that you befriended in high school. This may not necessarily be the flashiest or most high profile chapter, but it will have a comfortable feel for you like a pair of well-worn and loved shoes.
Look around you on preference night. A number of the girls going through preference at any given chapter will be your new sisters as well.
You can have a good sorority experience at any of the CU chapters!

theta is generally known in the greek community as the down to earth and low key sorority who gets along with everyone. Solid middle tier. People respect theta's, but don't just go where you are a legacy. If you like the house than join it, but it's most important to go where you feel most comfortable. They do drop a lot of girls, so if you get dropped don't worry. You'll end up where you're supposed to in the end.
