What makes a top house a top house, and what makes a bottom house a bottom house? I want an honest answer

Pi Phi is considered Top house because they have a lot of girls that party hard, are cool, and are attractive. They are considered top by frat guys.
DG/Chi o are considered top because of their strong sisterhoods
