Top: DG, PI PHI- take really similar girls, hot, and are into academics/philanthropy
Middle: Chi O, Alpha Phi- both think they are top houses but have no sisterhood and can't compare to the top houses
Middle Bottom: Kappa, Gphi and Theta: Have a mix of really grimy weird girls and nerdy girls
Bottom: Tri Delt and AXO

A lot of people put Chi O above Alpha Phi because they were once a top house, but I think they're on par with each other. Don't get me wrong, EXTREMELY different houses but they're pretty equal in my opinion "tier" wise.

They recruit entireeeely based off of looks - so no. The top houses recruit based off of looks but also personality and that's why they actually have a good sisterhood.
