I think it is terrible to rate a sorority as “clueless” when it is their first year on campus and are building their chapter from scratch, where most of the other chapters/pledge classes already have established sororities and didn’t have to put the extra work in. I would recommend googling “colonizing a sorority” and read up on how tough it sounds because as someone in the Panhellenic community that didn’t have to go through that I personally empathize with their extra effort and think they are doing just fine. A house doesn’t make a sorority, sisterhood does.
