So if they are keeping it lowkey, are they not required to post on the panhellenic website?

I don't believe any are required, since Spring is "informal"-- certain houses may ask PHC to post, but I don't think panhellenic regularly updates for spring. I do know when DG did it last year it was invite-only, meaning someone from the house had to invite/endorse you.

How long, in terms of days, is Spring COB typically? What time commitment is each day's events on average?

Usually for each house there are two one-two hour events everyone can go to before they do Pref Night and Bid Day (which are invite-only). You'll have to prioritize, since although many houses don't outright clash with each other, many overlap days/times. COB is informal so houses don't have to coordinate with each other.
