When will we know which houses will do COB if they are going to do COB?

Not for a while. By the end of winter break, the PHC website should have full information on which houses have events when. It might be available earlier than that, but I'm not sure. Generally (but not always), houses lower on the "tier" scale are more likely to participate in COB, but there's always some variation year to year.

If you're talking Fall COB, then it usually hush hush, and won't be listed on CalGreeks publicly or anything. Best bet is to ask someone in the house or someone who was a Rho Chi from any house about a specific chapter's COB events.
