who didn't make quota for their pcs?

This has been answered elsewhere a bunch of times. No firm answers just solid guesses from people who have seen the lists. I would suggest email/texting your RC or panhel and asking them. Another thread had some great proactive tips on how to handle the lack of transparency issues surrounding COB. If you are interested you have to be proactive and seek out people and houses as nobody will come searching for you. Its totally doable but you have to commit to working on getting out there and meeting people. See the other thread.

pretty sure zeta made quota by a wide margin judging by pledge class photos.. so I doubt it

Yes. Best option is to focus on meeting people in the system, going to philo events and parties until spring/fall.

I heard a few kappa pledges dropped so if you are interested it might make sense to try and make some new kappa friends.
