I've heard some rumors about houses doing secret cob. Does anyone know who's doing it?

Xo as they need to fill up their house but I would think hard about their probation status and relationship with their national. DG might be doing secret COB to fill up as I think they might also be below total. ADPi and SK possibly too as they are below total. Theta, DDD and Zeta possibly but probably in spring.
