Kappa/ Pi Phi (interchangeable. I heard they co-host all their invites, date parties, etc. but Kappa has a Permanent rep as top)
DG
APhi
(Top 4 are all pretty close/ interchangeable)

ADPi/ Chi O (interchangeable but Chi O seems more liked by other houses and frats.)
SK

AXO/ Zeta/ Theta/ Tri Delt (not much difference in "tier" between these houses)

Also I would add that Delta Sigma / former AOPi is on same tier as the axo/zeta etc houses (at least they seem to be friends with them and go to same exchanges)

Why is DG a top house? Is it just tradition, is it personality? Or?
