My sense is that the perception of the super secret COB is what it is because unless you know someone or know someone who knows someone there is really no way of knowing of an opportunity. As awful as the 'old days' were at least there was general knowledge of the situation by the broader community so even if no bids were extended at least the process had the perception of being 'above board'. I realize the houses all believe that COB is a more cost effective way to go to fill a few spots but I honestly think the bigger picture is that COB (especially the super secret variety) is so distasteful and feeds into every awful stereotype of greeklife that maybe it would be better to just eliminate any non published/publicized COB activities as I think it creates more hard feelings than its worth. Also, houses have different rules/regs for COB so its possible to have COB ongoing and all the sudden a new 'sister' shows up and you have no idea who that person is or who even recommended them.

On your point of no COB if houses are at or above total I think that panhel in the few things that it does do should be able to figure out how to police this issue. My sense based strictly on gossip is that these rules are 'flexible' so you might have some houses that are no compliant. We won't know unless someone does the checking. Weak leadership from panhel on this point and many others related to recruitment IMO!
