Times are changing. Just having white pretty girls is ok longer enough to get you top house status. Show character, sisterhood, inclusiveness and warmth to be a top house. So yes some houses are above others because they embody what it means to be a sorrority.
Rankings are not cast in stone. They change with changing values.

This is accurate based on % OF WHITE GIRLS! As you keep adding a tinge of brown, yellow or authenticity you get a lower ranking. So hmmm, this is accurate!
