do houses matter for frats?

I see that some frats are considered top tier here without a house like sig ep. And Lambda is considered bottom with a house. Wouldn't houses on campus be more important? Why do the rankings not consider this?

Nobody cares about houses. Doesn't effect ranks at all, the fun is off campus
