Which fraternity would be the most accepting to a person on scholarship? Fees?

For Top tier SAE would be the least money focused. Sig Chi and Sig Ep have more off campus and club nights so they would tend to be more materialistic.

For mid tier Beta would probably be the best call.

Lower tier are accepting to all quality guys.

Probably the only ones you might find at all slightly, and I mean slightly, awkward are Sig Chi, Sig Ep, and ZBT
