The only way that you don't receive a bid after pref is if you do not list all sororities who you attended pref parties for on your pref sheet. Example: You attend pref at Sorority A and Sorority B. You list 1.A 2.B on your sheet. This is called maximizing your options and you are guaranteed a bid to one of these houses.
If you only list 1.A and you do not list B, then you would be taking a risk of not receiving a bid if you are not high enough on A's bid list before they reach quota.

Yes this is called suiciding. Do not do it, it'll mess up your chances. If you don't get the sorority you want on bid day, don't sign. Go to all of your rounds, even if you get invited back to sororities you didn't like, and don't suicide and you'll get a bid somewhere.
