How come CSU Fullerton can do in person recruitment

Panhellenic announced recruitment week will be ALL online. How come csuf can have a hybrid version including day 2 in person and we can’t?? We’re in the same state! Aren’t uc students supposed to be vaccinated anyways. Not fair Panhellenic.
