fraternity bids

Do fraternities give out bid cards or do most just give verbal bids?

At one of the events I went to some brothers discreetly pulled a rushee aside and twenty minutes later everyone was saying "congrats" and he had a card in his hand. If could vary from fraternity to fratenity though.
