The COB list means that those sororities are out seeking pnm's and are open to meeting girls; in other words, they are actively recruiting.

But the sororities that have only a few open spots already know who they want, and even then can't take all of them, or may decide to not go to the trouble of taking spring members at all. So those chapters are not going to make an announcement that they are actively recruiting because it would be misleading and unfair. If they offer bids it will be quietly and privately. Sororities do not have to announce that they are offering COB or check in with panhellenic first, if they are eligible they can just do it.

IDK GPhi's situation but reach out to the chapter president to make sure they actually know your level of interest. Your friends may be too new to really know what to do within their chapter to help you out so it's really up to you, but keep your friends in the loop. Also the chapter may want you but may have others ahead of you, or your friends turned out to be wrong and the chapter is not offering bids this spring.
