Would an african american have trouble getting into a fraternity at this school?

You'll have a hard time getting a bid from any IFC affiliated fraternities. NPHC will be different

I know of multiple IFC affiliated fraternities with black brothers. You can find one.

Pi Kapp and TKE are the only ones. Obviously being black is an issue.

most fraternities would be open to giving you a bid if you have the same credentials as anyone other rushee. A couple are very "traditional" and may not be willing yet, but probably 3/4 of the chapters here would if you are a good fit. We have several African American girls in sororities, and in well respected sororities too. Things are quite different than at Bama.
