It's about more than how many were in their pledge class. They could have open numbers due to December grads.

Nah they couldn’t get enough people last rush and everyone dropped. Chi O is easy to get a bid from.

its because they only have a certain amount of girls on the floor for recruitment and they put on a fake show. then when people join they hate it, are miserable, and they drop.
