I in no way consider Theta chi a top tier fraternity. Especially since they have a smalllllllll number of active brothers.

They both are without a doubt. You are obviously in sig ep or sx because they have never been in the top tier and this is the only poster I have ever seen sig ep in the top so stop being so desperate.
