summer rush

Are summer rush events necessary in order to be considered in joining a top tier frat like snu or theta chi? Are most pledge classes picked by the time formal rush is here?

The answer is yes. If you get a bid over the summer great, if not you at least have an idea going in to fall where you want to be. Plan out your summer schedule based on some rush schedules that are starting to be sent out and go to as many as possible.
