by: idkso I know alpha xi did cob after bid day and so did phi mu, and a couple weeks ago so did pi phi, but what about the ones that usually do? zeta, gamma phi, sigma kappa, tri delt?

The chapters you mention may have achieved, or even gone over, chapter total (CT) during formal recruitment and thus may not participate in COB; this is the NPC standard of recruitment parity.
If those same chapters somehow go below CT during the school year (losing women to overseas study, graduation, family emergency, etc.) they have the option to COB back up to CT. Some houses choose not to COB no matter whether they are up to CT or not.
