getting invites to bigger fraternities

I've had smaller fraternities reach out to me for summer events, but for the bigger frats should I be active in reaching out to them and emailing their rush chairs or would that give off a bad vibe?

Personally I don’t think you should try and reach out to them as much. A lot of the bigger fraternities know who they want, but go to their events and get a feel for where you stand with them by how much attention you get and if you like them
