By "rushing," I'm assuming you're referring to rushing a fraternity, rather than sorority recruitment?
I would say you would have greater chances of getting in if you were younger. But if you seem promising and can represent your chapter well (take on a position etc) then make that known to them. If you're not going to be around 4 years, then show them that you will still have a big, positive impact the time you are there.

I was a junior transfer and I got the one I wanted. But I seemed really engaged and discussed being involved in various things. :)
