Is it weird to rush fall quarter as a junior? None of the houses that rush spring appeal to me that much

Of course not. Tons of transfer students rush or go through recruitment their junior year. If you're not feeling the houses rushing during Spring, I'd suggest you start talking to a few of the guys from the potential houses you'd like to rush in the Fall. If not now, start getting to know the guys towards the end of Spring/Summer.

I'd still suggest you at least talk to the frats rushing this quarter to see what they're about. But yeah it's okay to rush your junior year. No harm in that.
