Most fraternities rush spring quarter, and you don't particularly have better chances because it's spring... you're looking at it the wrong way.
Have a 1-4 fraternities in mind when going into rush, and check frats those out. You won't be able to check out every single fraternity, so prioritize.
Have any friends in frats? Start hanging out with them now and see if you like them; if you do, go to their rush events when rush week starts.
If you don't have any friends in frats, start making some.

I'm guessing you out this to make some kind of joke, but if you're looking for strong alumni networks, phi delt and sigma chi are great options. Both have over 500 local alumni and great national alumni networks. Both were also the original fraternities on campus, along with beta. All three of these fraternities have lost their charter and regained it (with phi delt being the most recent to lose and regain theirs.) And the only reason I'm not recommending beta is because they have no presence, very few members, and they will most likely lose their charter again soon.
