You don’t need to talk to 70-100 actives bro. In fact half of the actives don’t even show up so really it’s 30-40 actives for any given event.
Of the 30ish, you should definitely talk to at least 20 by your second event. Enough that they recall your face and their conversation with you. Speak with the Rush chair, the president etc. board is usually at rush events. Make a good impression and don’t give anyone anything negative to say about you. Basically hold a conversation and be normal. don’t BS or talk about things you think people in a frat want to hear. I guarantee you it’s obvious when PNMs do that and it’s always a bad look.
After the rush events the frat meets and they discuss the PNMs as a chapter. If you’ve made a positive impression on 20 people they will make an argument as to why you would be a good fit in the chapter. The remaining members of the chapter will likely take their word and vote you in. Nobody will reject you if they didn’t attend the event. That would be unfair.
But say you made a good impression on 18 and a bad one on 2, and the 2 don’t vote you in then you won’t get a bid.
Or say you made a good impression on 10/10. An active you didn’t speak with could reject you because they noticed you were shy and didn’t try to talk to many people outside those 10 you were comfortable with. Or maybe a girl told them that you were creepy and weird at a party.
The key is to just talk to people and be normal. That’s literally it.

You’re overthinking it bro. Don’t worry about the bidding process. Don’t worry about how many bids are given out
Just go to the rush events and socialize.
If you can hold a conversation, be normal, and offer something in terms of either appearance, athletics, academics, you will get a bid from the top 5 frats.
If you can hold a conversation and are normal the mid ones will for sure bid you
If you are normal but shy, the low frats will still bid you.
From this information determine what frats you meet criteria for and rush those.
