does who you exchange with matter?

"top 4" dg/a phi/kappa/pi phi all exchange only the top frats and say no all other frats that aren't sigma chi basically or only have 4-ways with those sororities

whereas axo/tri delt want to exchange with those frats but they spend all their time with top 4 sororities

never heard of theta/chi o end up exchanging w sports teams and tiny frats


even tho everyone says that all greek houses have to exchange with each other that obviously never happens, is it just that top houses exchange w top houses and vice versa which is kinda effed up & i've heard dg/aphi/kappa/pi phi have been openly saying no to frats and making up excuses, seeing as you say greek life is all inclusive once you're in it how is that allowed
