how do sororities decide who to give bids to?

What if two sororities really want to give a bid to a certain girl. How do they decide which one will get her??

All sororities meet up in a conference room and then they make a debate as to why the pnm fits better with their house in front of all the girls and executives on panhellenic

it's a mutual selection process. after preference, the houses make lists of the girls they want. if 2 houses want the same girl, then it's down to who the girl put as their #1 choice.
