cultural sororities

Because social fraternities are by design meant to interact mostly with social sororities. IFC/Panhellenic are closely tied and exchanges are almost always between social frats/soros at every school (with the exception of some athletic teams). There's a higher percentage of people in social fraternities/sororities than cultural ones, so there's also a bigger presence on campus. People join cultural soros/frats because they have no interest in social ones, so I don't think it's wrong to have a separation between social greek orgs and cultural ones.
