There aren't just three tiers, there are differentiation among all of the tiers and houses.
Also, DG is under AOPi.
AXO and KKG do things with the same fraternities as XO, and although they are all different, they are equal and middle tier.

ADPI is middle tiered. They are letting too many legacy in and it is affecting their overall look.

Also the legacies in ADPi aren't all awful and a good chunk of girls are literal pageant queens.
