Does Spring count as actual rush? or only for the fall rush?

If you got a bid and didn't except it then you can't rush for a year regardless of if you got the bid in the fall of in the spring.

If you got a bid in the fall or spring and did not accept it, you can not rush until the next formal recruitment, which is this upcoming fall.
Spring recruitment this year was essentially COBing, and that is not equivalent to rejecting a bid from formal recruitment, so people who did not accept or dropped from their house before initiation are free to rush again in the fall.
