Read the "Sorority Expansion" topic thread and view the National Panhellenic web site.

Simplified:

A school forms a committee to determine current chapter total, quota and growth over the last X number of years. They determine if the school is ready to open for expansion, and can support a new group, and that the new group will be successful.

The school opens for expansion and let's the National Panhellenic Conference know. A bulletin is sent out to all the NPC sororities informing them that the school is now open for expansion.

The groups not currently present on campus consider if they want to expand to the university. If they are interested, they submit an interest packet detailing what their expansion plan would be.

The committee decides who would be a good fit and invites Y number of sororities to final presentations. Typically there are 3 finalists for presentations.

The sororities come to campus and make their formal presentations in front of the panhellenic community. I believe each NPC group currently present gets a vote. Voting happens and the final group is selected and announced.

The group then usually spends 1 semester tabling and promoting themselves and will colonize following formal recruitment.

For this expansion, the final group is expected to colonize Fall 2015. The colony will then have extra care from their nationals for a period of time, usually 5 years.
