ATO's pledge class had some good guys. They have the reputation for being the southern rich kids, but most I have met have been respectful. They are less about partying, more about brotherhood.

All the tiers are biased. There is some continuity and reality, but don't look into it. Spring Rush is coming out, check out all the Houses. Houses ranked "top" are usually biggest, not necessarily a good thing. After the 5 biggest houses, there's a lot of fluidity as to who is next best. Nobody knows, you have to figure it out yourself.
