how to houses move up?

To move up a house would need to pledge more guys/better guys, get a better house, prominent alumni supporting their chapter, a feeder school base, better parties, improved sorority relations, more involvement on campus/student government. You move down basically by doing the opposite if this stuff, getting sanctioned, getting membership review, etc.

Forgot to mention getting the respect of other fraternities is really important for moving up. Sororities don't tend to move as much in my experience and there's usually not a huge degree of difference between the top and bottom ones because of formal rush leveling the playing field.
