A lot of things that make people "hot" are very easily changed

work out, have good hygiene, have a bit of color to your skin (just lay out every once in a while?), brush your teeth, groom your eyebrows, and know how to wear makeup

you can have the prettiest bone structure in the whole world but if you aren't in shape/have bad teeth/dont groom yourself/etc, the average looking girl who does know how to do those things is gonna be "hotter"

I agree with the above poster. If a girl was born 'average' she can attain hotness. I was actually a very unattractive middle school kid. I had braces, went on accutane, work out, dress well, get manicures and waxing, and learned how to do my hair and makeup.

I am NOT 'hot' by any means, but considered cute/pretty by most and in a top tier. The most important thing is confidence!

Very few people are born hot without self care. I often look at girls and think they'd be cuter if they only fixed their hair, lost weight and worked out, whitened their teeth.

All of the above can be done at minimal cost. So almost anyone can make the most of themselves and greatly improve.

Although there are things you can do to become hotter, you can't change everything. Like, what if you were born with a lazy eye, a gummy smile, or an unusual bone structure? Things you can't change without surgery?
