spring rush: connections?

How does one get a spring bid, do they need connections or something. how does the process work? are girls just given bids or invited to the house first?

it is very hard to get a bid during spring rush! just rush in the fall when all the houses are participating... so many girls do it and there are only a total of like 30 girls who get bids in total
