Chapters are able to use COB to hit a number known as "Panhellenic Total" which is a number each chapter can bid up to. I honestly forget what total is these days. But point is, chapters can take quota through formal recruitment but I think can only COB up to Total. If you look at old grade reports you can see that there used to be bigger gaps in chapter size than there are these days, so it's not a sure thing which chapters will do things like COB or spring recruitment. Also bear in mind that those getting COB bids are usually friends with women already in the chapter.

If you accept a bid from a sorority through formal recruitment but drop the sorority before intitiation, you can not rush again until next fall. No you can not participate in COB or spring recruitment for whatever houses are recruiting at that time. Your acceptance of a bid is binding for one year!

On occasion, but it is a very iffy prospect, do not count on it at all... even if it does happen, you usually need to be someone the sorority already had in mind, often times a friend.
