cutting for prefs

When we cut from 8 to 3 do pnms have the majority of the say or to the chapters ? in the other rounds it felt like chapters had a bigger say

The chapters ask who they want back. As it has been said many times on different threads, the chapters are in control of who comes back and who doesn't.
