COB-takes place during the year, but not during formal recruitment. If a spot opens up in the house, a house may be in a position to offer a bid. Usually goes to someone they know already and/or were already interested in. Here's where it helps to have friends in that chapter. Dont bank on this happening, it is not something you can count on.
Snap bids-just takes place for bid day if a house does not make quota. They can offer bids to girls previously released from rush. Dont bank on this happening either, most houses will be very careful to avoid this situation, esp after what happened to KD last year.

snap bidding is when a PNM has been completely cut from recruitment but on bid day receives a call from a chapter who extends her a bid because they did not make quota. This happens before the actually bid day events start so usually no one knows who got a snap bid. it is very rare and is not something to rely on.
COB is for chapters that are under total after recruitment has finished. Total is set usually 72 hours after recruitment ends, and is adjusted based on new member classes. Any chapter under total has an opportunity to do COB, and for some chapters that means having informal rush open to all PNMs, and for some chapters it's behind closed doors, extended to friends of sisters/new members. you're only eligible for COB if you did not sign your MRABA on Pref or did not participate in formal recruitment, because otherwise your signing is binding for one calendar year. How common it is depends on total.
