tactics to decide on pnms during rush?

On a thread somebody asked about how much submitted photos matter & somebody mentioned they do a yes, no, maybe pile from that. Is that true? Also, are there other similar things sororities do to determine who they give bids to (social media, application, resume, similar)? Of course the actual rush week & interaction is the main factor, but I'm asking about these kinda things that help them decide who to choose. Thanks!
