AXO and Pi PHI are not the same. Please PHI pi is middle tier, to top of the middle. AXO is lower tier house, not even middle tier house by my standards. AXO these days could be bottom feeder.

House rise and fall all the time so this isn't neccessary a good indicator of houses to consider more than others. Some houses on this list were considered rising last year & some that are considering rising last year are considered falling this year. It all depends on rush, how involves new members get quickly, and how much effort each exec/council puts in every year.
